Do any online schools (like the Open University in England) offer a Bachelor of Education degree?I checked with the OU, because I've been a student there before. But sadly, they don't offer such a degree course.
I want to complete this as a step on the way to qualifying as a teacher.

yeah! i had a friend that went to the university of phoenix online and received financial aid and another little scholarship thing to! (don't really know what it was called)
and i go to a technical school and do classes online and i get financial aid and pell grant…

Its simple,join any college offering BSc nursing degree,afterwards you can do a MSc in it too.This is the only option.But since you already have a masters degree,dont waste your time doin nursing course.you better join any college or school,since you have master degree in education,you will easily get a job in teaching or student counselling.
You have to be careful when choosing the college that you get an online degree from. Some of them are jokes; they aren't regionally accredited, and don't hire people with advanced degrees to teach the classes.
There are some excellent universities that offer a variety of degrees. I'm not sure where you live, of course, but I'm familiar with a couple of them and can recommend them.
Utah State University has on-line associate's, bachelor's and advanced degrees. Some of them are available entirely online. They offer degrees in the social sciences, education, business, and computer science.

Emporium State University in Kansas also has a distance ed program that offers bachelor and advanced degrees. The bachelor degrees require that a student has already completed 60 credits of college.

I'll be honest – don't use U of Phoenix. Any school that is "for profit" is not motivated by producing good student but rather making money. Similar schools are ITT Tech, DeVries, etc. Stay away from them all.
Your best bet is to find a regular college and see if they have online classes. For example, look at UCLA and see if they offer online degrees. That way you get a degree from a reputable school and potential employers will appreciate that more than something from U of Phoenix.

To answer the question as to why online GIS degrees are so rare – it's because GIS is entirely dependent on advanced software. Most of the software used professionally (local governments, environmental agencies, etc) is extremely expensive. This makes it difficult for distance learning because the students will not have access to the software required to learn GIS.
Although there are some free versions of GIS software available, they are not used often in the professional realm of GIS. Therefor they are not used in GIS education.
Imagine learning auto mechanics without tools or a car to work on. You may be able to develop a background in the theory of auto mechanics, but would be clueless as to physically utilizing your knowledge. This same concept applies to GIS.
As to geography degrees, they are becoming more popular but have yet to reach the status that is required to offer online degrees. I would look for focuses that utilize GIS as a secondary tool. For example, look into environmental geography or social geography. These fields, that are less dependent on software and driven more by theory, will have more options available in terms of online degrees.
